How do I disable third-party applications so my mouse isn't affected by other apps?

There are two steps to make sure you aren't affected by third-party mice:

First close any third-party mouse software running in the background;
Go to System > Privacy & Security > Accessibility, and turn off the permission for third-party mouse software in the list.

After completing both steps, try scrolling again to see if it improves.
